1. BASIC PRINCIPLES
1.1. “ENEFIT EV RALLY 2025” (hereinafter – the Rally) is an organized car tourism competition with various additional tasks that allow participants to explore their country while competing for valuable prizes.
1.2. Rally format – participants travel by car according to their chosen route, freely navigating using the game map, searching for checkpoints, and completing additional tasks along the way. The game map and all tasks will be available in the “Roadgames” application (hereinafter – the Game).
1.3. Rally participants must comply with the Road Traffic Regulations of the Republic of Latvia (hereinafter – RTR) and the requirements of these Regulations, as well as the lawful instructions of race officials and police officers.

2. GOAL AND OBJECTIVES
2.1. To promote public awareness and interest in electric vehicles as an environmentally friendly and efficient means of transport.
2.2. To present electric vehicles as a sustainable mobility solution, reducing emissions and environmental pollution.
2.3. To popularize a healthy and active lifestyle within society by showcasing its many possibilities.
2.4. To create a unique event for electric vehicle owners — fostering unity among friends, families, and work teams.
2.5. To identify the most successful and knowledgeable teams of the 2025 Baltic States ENEFIT EV RALLY.
2.2. To present electric vehicles as a sustainable mobility solution, reducing emissions and environmental pollution.
2.3. To popularize a healthy and active lifestyle within society by showcasing its many possibilities.
2.4. To create a unique event for electric vehicle owners — fostering unity among friends, families, and work teams.
2.5. To identify the most successful and knowledgeable teams of the 2025 Baltic States ENEFIT EV RALLY.
3. RALLY ORGANIZATION
3.1. The rally is organized by SIA “Events&Sports” in cooperation with SIA “Draugiem” (hereinafter – the Organizer).
3.2. The rally is managed by the competition directorate and a team of judges approved by the Organizer:

4. ORGANIZERS
4.1. Are responsible for developing the Rally Regulations, creating the Game application, preparing the tasks, organizing the event, and carrying out all other activities related to the execution of the competition.
4.2. Handle the transportation and installation of all necessary equipment at the event location.
4.3. Ensure the participation and performance of qualified judges and staff.
4.4. Are responsible for concluding contracts with various companies that will provide the necessary services and comfort for the participants.
4.5. Organize the Awards Ceremony program.
4.6. The Organizers reserve the right to make changes to the regulations, competition proceedings, schedule, or game tasks if necessary.
4.2. Handle the transportation and installation of all necessary equipment at the event location.
4.3. Ensure the participation and performance of qualified judges and staff.
4.4. Are responsible for concluding contracts with various companies that will provide the necessary services and comfort for the participants.
4.5. Organize the Awards Ceremony program.
4.6. The Organizers reserve the right to make changes to the regulations, competition proceedings, schedule, or game tasks if necessary.
5. EVENT PARTICIPANTS
5.1. Only ELECTRIC VEHICLES are allowed to participate in the Rally.
5.2. Anyone can participate in the Rally, but only individuals with a valid driver's license of the appropriate category may act as the vehicle driver/pilot. Each team is fully responsible for having all necessary documents in accordance with the Road Traffic Regulations (RTR).
5.3. The number of registered team members must be 2 to 4 (hereinafter – the Team). The number of passengers in the car may exceed that, as long as it does not exceed the number allowed in the Vehicle Registration Certificate. However, the game application will be available only to the 2–4 registered team members.
5.4. The team captain must be an adult.
5.5. The organizers reserve the right to limit or increase the maximum number of teams. The planned number of teams is 100, including participants from Latvia, Lithuania, and Estonia.
5.6. Each participant is fully responsible for their actions during the event, including any consequences or damages caused.
5.7. During the Rally and related events, participants are personally responsible for themselves, their belongings, life, and health, as well as any harm they may cause to third-party property, life, or health. Each participant must ensure that the chosen route and/or actions are appropriate for the abilities of the entire team.
5.8. The participant waives any and all rights to claims and agrees not to raise any material or non-material complaints or demands against the Organizer and/or other participants for any physical injuries, health or property damage, or losses incurred during the Game.
5.9. Participants are obligated to fully compensate for any damages caused by their actions to the Organizer, other participants, and/or third parties.
5.10. By registering for the Rally, participants grant the Organizer the right to take photos, videos, and other audio-visual recordings of the Participants themselves or by authorizing third parties. They also consent to the collection, storage, and processing of participant information in text, audio, and visual formats. If necessary, the Organizer has the right to share this information with affiliated companies or other third parties. The Organizer may use this information and data in promotional campaigns for the Event. The Organizer retains all copyrights, distribution rights, and other proprietary rights to the photos, recordings, and other collected materials.
5.11. By registering for the Rally, participants grant the Organizer the right to process team data, edit, review, and share this data with third parties for the purpose of determining game results.
5.12. By registering on the Roadgames platform, participants agree to the transfer of their data to the EV Rally organizers to ensure the necessary flow of information and communication for the event.

6. LOCATION AND TIME
6.1. Time: The Rally will take place on September 20, 2025.
6.2. Rally Start Location: There is no fixed starting point for Rally participants. Each team may start from their individually chosen location within the game territory (the territory will be visible after registration in the Roadgames app), as long as it is included on the game map shown in the application.
6.3. Start and Finish Time: Game tasks and instructions will become available at 12:00 PM, which is the official start time for all teams, regardless of their location at that moment. Tasks in the app can be completed between 12:00 PM and 4:00 PM. After 4:00 PM, it will no longer be possible to submit answers to tasks.
6.4. Team Movement: Rally teams plan their own route of movement. The main goal of the Game is to collect as many points as possible while complying with traffic regulations (RTR).
6.5. Official Rally Finish Location: Your final in-game location within the route counts as your finish point. After the game ends, you are expected to join us for the Rally Awards Ceremony at the Sāga shopping center (Biķeru Street 4, Ulbroka).

7. VEHICLE
7.1. Only vehicles classified as ELECTRIC VEHICLES are allowed to participate in the Rally.
7.2. The Rally is open to any make and model of electric passenger car or electric passenger minivan that meets the requirements of the Road Traffic Regulations (RTR) and the Latvian Road Traffic Safety Directorate (CSDD).
7.3. Vehicles must have a valid technical inspection certificate issued by CSDD.
7.4. The vehicle must have a valid OCTA (mandatory civil liability insurance) policy that is valid until the end of the event.
7.5. The vehicle must be properly equipped according to RTR requirements (first aid kit, warning triangle, fire extinguisher, spare tire). All items must be securely fastened in their designated places.
7.6. Participants are fully responsible for having all required vehicle documentation and ensuring it complies with RTR and other regulations throughout the Rally.
7.7. Participants are responsible for ensuring their vehicle is properly equipped according to RTR and other applicable regulations during the Rally.

8. REGISTRATION AND PARTICIPATION FEE
8.1. Registration is available on the website www.evrallijs.eu until September 18, 2025, at 23:59.
8.2. Team participation tickets can be purchased via MOBILLY. After purchasing the ticket, the participant will receive an email containing the team’s unique Rally game registration code (for use in the Roadgames app). Please refer to Appendix No. 2 for information on creating a game profile. Participants or any third parties are prohibited from unauthorized access to, modification of, or interference with Rally participant data. Team members must be entered in the application (see Appendix No. 3 for instructions on how to create a team).
8.3. When registering in the Game app, the Team must upload a team photo and optionally profile photos of individual participants.
8.4. A registration without full payment of the participation fee is considered informative only.
8.5. The Organizer reserves the right to refuse a team’s participation without providing a reason. In such cases, the participation fee will be refunded in full. The refusal to participate in the Rally is not subject to appeal.
8.6. Participation Fee:
Until August 11, 2025: EUR 115.00
Until September 8, 2025: EUR 130.00
Until September 18, 2025: EUR 150.00
Prices do not include VAT (Value Added Tax).
The participation fee includes: system registration, preparation, development, programming and technical management of the Game, result processing, basic technical support, judges’ work, free photo gallery and video recap, awards ceremony (DJ, prizes, technical support, performances, decorations, expo, welcome drink, etc.), and other organizational expenses.
8.7. If a team has registered and paid the participation fee but withdraws before August 19, 2025, the full amount will be refunded.
If the withdrawal is made by September 2, 2025, 50% of the fee will be refunded.
In all other cases, the participation fee is non-refundable.
8.8. The Organizer reserves the right to refuse participation to teams that have registered and paid after the maximum number of teams has been reached. In such cases, the paid participation fee (if applicable) will be refunded.
8.9. In the event of team disqualification, the participation fee will not be refunded.
9. JUDGES AND PROTESTS
9.1. The Chief Judge of the Rally prepares the Rally program and is responsible for ensuring the Rally is conducted in accordance with the Regulations. The Chief Judge manages and appoints competition judges and the secretariat.
9.2. Protests regarding the Rally process (not results) must be submitted in writing to the Chief Judge on the day of the Rally (September 20, 2025) by 6:30 PM.
9.3. A security deposit of 200 EUR must be paid to the Competition Secretariat when submitting a protest. If the protest is fully upheld, the deposit will be refunded to the protester.
9.4. Upon receiving the necessary documents, the Chief Judge reviews the matter and makes a decision within 60 minutes. All interested parties will be informed of the decision.
9.5. All disputes and disagreements among Rally participants are resolved by the Chief Judge and the judge panel approved by them. The Chief Judge’s decision is final, binding, and not subject to appeal for all Rally participants.
9.2. Protests regarding the Rally process (not results) must be submitted in writing to the Chief Judge on the day of the Rally (September 20, 2025) by 6:30 PM.
9.3. A security deposit of 200 EUR must be paid to the Competition Secretariat when submitting a protest. If the protest is fully upheld, the deposit will be refunded to the protester.

10. GAME OPERATION AND RULES
10.1. The game is based on points. The best result is the highest number of points earned during the game.
10.2. Registered participants can download the game app after purchasing a ticket. Instructions for downloading the app and creating a team profile are in Appendices 2 and 3.
10.3. The game takes place on September 20, 2025, from 12:00 to 16:00 (4 hours). Before the game, participants can familiarize themselves with the game region on the map.
10.4. Teams can submit answers to tasks in the app only between 12:00 and 16:00. After 16:00, submissions are closed and the game ends.
10.5. The game is conducted entirely electronically using smartphones.
10.6. Game description: At the start, the app reveals a map marking task locations (“Places”). Teams create their own route by car to earn as many points as possible. Some tasks are tied to these Places, others are “untethered” and can be done anywhere for extra points. All registered team members (2-4 players) can simultaneously participate via the app. Only the first submitted answer per task counts, and each task can be answered once.
To answer a Place-based task, the team member with GPS tracking enabled on their phone must be physically at the task location. If GPS tracking phone is not at the location, the answer will not earn points. Mobile network coverage is required for submitting answers; weak signal means no submission. All team members must be present together at each Place to complete the task.
Tasks include: Matchmaker, G-point, Explorer, Sprinter, Hunter, Groupie, Expert, Detective, Coder, and Golddigger (details and scoring in Appendix 3). Multiple tasks can be completed simultaneously. More info is available after registration.
One team member’s phone must have GPS tracking on for the whole game and the team must obey traffic laws. Speed will be monitored and violations penalized.
10.7. Task descriptions, scoring, and points are in Appendix 1.
10.8. Team splitting is forbidden and leads to disqualification.
10.9. At least one team member must have GPS tracking enabled in the app at all times. If the GPS phone has poor coverage, tracking can be switched to another team member’s phone with better coverage. Only one phone can have GPS tracking active at once. Failure to enable GPS tracking results in disqualification.
10.9.1. Speed control: Speed violations are recorded via GPS and Google Maps. The first violation is a warning; the second results in -20 penalty points; the third leads to disqualification. Allowed speed deviation is up to 10 km/h during overtaking maneuvers under 30 seconds.
10.9.2. Mobile devices: Teams should bring spare devices with chargers to ensure continuous gameplay for 6 hours (4 hours gameplay + 2 hours to reach finish/awards). Monitor mobile data usage to avoid surprises. The game may not work on iOS devices older than version 14 or Android devices older than version 13.
10.9.3. GPS tracking is mandatory to monitor team location and compliance with traffic rules.
10.9.4. Organizers are not responsible for poor mobile network coverage or device compatibility.
10.10. The winning team has the highest points. If tied, the winner is the team that reached the score faster.
10.11. Teams withdrawing from the game must inform the Chief Judge.
10.12. Results will be published in the app after the awards ceremony.
11. AWARDS
11.1. The first three teams will be awarded prizes provided by the Organizer.
11.2. The Organizer reserves the right to award additional teams at their discretion.
11.3. Employees of sponsor teams, companies representing the prize fund, and persons associated with the Organizers are not eligible to win the top three places at the awards ceremony.
11.4. During the final event, a raffle of several valuable prizes will take place. Only teams present at the event location can receive these prizes.
11.2. The Organizer reserves the right to award additional teams at their discretion.
11.3. Employees of sponsor teams, companies representing the prize fund, and persons associated with the Organizers are not eligible to win the top three places at the awards ceremony.
11.4. During the final event, a raffle of several valuable prizes will take place. Only teams present at the event location can receive these prizes.
12. ADVERTISING
12.1. Any company or organization advertising activities not coordinated with the Organizers during the Rally and related events are prohibited. Penalty: 1000 EUR and team disqualification.
12.2. Participants are allowed to place advertising stickers of their representing company on their car, provided they do not contradict moral standards, do not cover event emblems and numbers, or the Organizer’s sponsor advertisements if assigned.
12.3. It is permitted to include the company or organization name or brand in the team name, on stickers on the car, and as advertising on participants’ clothing.
12.2. Participants are allowed to place advertising stickers of their representing company on their car, provided they do not contradict moral standards, do not cover event emblems and numbers, or the Organizer’s sponsor advertisements if assigned.
12.3. It is permitted to include the company or organization name or brand in the team name, on stickers on the car, and as advertising on participants’ clothing.
13. OTHER RULES
13.1. Compliance with these rules is mandatory for all registered Rally participants. Purchasing a ticket and registering for the Rally is considered each participant’s acceptance of these rules. By registering and participating, participants confirm they have read, understand, and agree to abide by the rules without restrictions or conditions.
13.2. By registering for the Rally, participants confirm they have familiarized themselves with the Rally Regulations, Game Rules, and other necessary documents related to the Rally.
13.3. The Organizer reserves the right to amend and supplement these Regulations at any time. Such changes take effect after being published in the app and on the Rally website www.evrallijs.eu.
