Main Rules and Regulations

1. BASIC PRINCIPLES

1.1. “ENEFIT EV RALLY 2025” (hereinafter – the Rally) is an organized car tourism competition featuring various additional tasks, allowing participants to explore their country while competing for valuable prizes.
1.2. Rally format – participants travel by car according to their chosen route, freely navigating using the game map, searching for checkpoints and completing various tasks along the way. The game map and all tasks will be available in the “Roadgames” application (hereinafter – the Game).
1.3. Rally participants must comply with the Road Traffic Regulations of the Republic of Latvia (hereinafter – RTR), the requirements of these Regulations, as well as lawful instructions given by competition judges and police officers.

2. GOAL AND OBJECTIVES

2.1. To promote public awareness and interest in electric vehicles as an environmentally friendly and efficient mode of transportation.
2.2. To present electric vehicles as a sustainable mobility solution that reduces emissions and environmental pollution.
2.3. To encourage a healthy and active lifestyle within society by showcasing its many diverse opportunities.
2.4. To create a unique event for electric vehicle owners – fostering team spirit among friends, families, and colleagues.
2.5. To identify the most successful and knowledgeable teams of the ENEFIT EV RALLY 2025 in the Baltic States.

3. RALLY ORGANIZATION

3.1. The Rally is organized by SIA “Events&Sports” in cooperation with SIA “Draugiem” (hereinafter – the Organizer).
3.2. The Rally is managed by the competition directorate and a team of judges approved by the Organizer:

4. ORGANIZERS

4.1. Assumes responsibility for drafting the Rally Regulations, developing the Game application, preparing the tasks, as well as organizing the overall competition and carrying out all other activities related to the implementation of the event.
4.2. Is responsible for transporting and installing all necessary equipment at the event location.
4.3. Ensures the work of qualified judges and personnel.
4.4. Handles contract agreements with various companies that will provide participants with the necessary services and comfort.
4.5. The Organizer is responsible for arranging the Awards Ceremony program.
4.6. The Organizers reserve the right to make changes to the regulations, event structure, timing, or game tasks, if necessary.

5. EVENT PARTICIPANTS

5.1. Only ELECTRIC VEHICLES are allowed to participate in the Rally.
5.2. Any person may participate in the Rally, but only participants with a valid driver’s license of the appropriate category may act as a driver/pilot. Each team is personally responsible for ensuring the presence of all necessary documents in accordance with the Road Traffic Regulations (RTR).
5.3. Each team must consist of 2 to 4 registered members (hereinafter – the Team). More passengers may be present in the vehicle, as long as it complies with the Vehicle Registration Certificate, but the game application will only be available to 2–4 team members.
5.4. The team captain must be a person of legal age.
5.5. The Organizers reserve the right to limit or increase the maximum number of Teams. The planned number of teams is 100 teams from Latvia, Lithuania, and Estonia.
5.6. Each Participant is fully responsible for their actions during the event, as well as any consequences or damage caused by those actions.
5.7. During the Rally and related events, Participants are solely responsible for themselves, their belongings, lives, and health, as well as for any damage caused to third parties (including their property, lives, or health) as a result of their actions. Each Participant is responsible for ensuring that their chosen route and/or actions match the capabilities of their team.
5.8. The Participant waives all rights to file claims and agrees not to pursue any material or non-material demands or claims against the Organizer and/or other participants for any physical injuries, health or property damage, or any losses incurred during the Game.
5.9. Participants are obligated to fully compensate for any losses caused to the Organizer, other participants, and/or third parties as a result of their actions.
5.10. By registering for the Rally, Participants grant the Organizer the right to take photographs, videos, and other audio or visual recordings of them, either directly or via authorized third parties. The Organizer is also authorized to collect, store, and process information about Participants in textual, audio, and visual formats. If necessary, this information may be shared with affiliated companies and other third parties. The Organizer has the right to use the mentioned materials for promotional purposes. Copyrights, distribution rights, and all other property rights to the recorded content belong to the Organizer.
5.11. By registering for the Rally, Participants grant the Organizer the right to process, edit, review, and transfer team data to third parties for the purpose of determining game results.
5.12. By registering on the Roadgames platform, Participants agree to the transfer of their data to the EV Rally Organizers for the purpose of ensuring information flow and communication related to the event.

6. LOCATION AND TIME

6.1. Time: The Rally will take place on September 20, 2025.
6.2. Rally starting point: There is no fixed starting location for Rally participants. Each team may start from their individually chosen location within the Rally game area (the game area will be visible after registration in the Roadgames application), as long as it is within the map boundaries specified in the app.
6.3. Start and finish time: Game tasks and instructions will become available at 12:00 PM, which is the official Rally start time for all teams, regardless of their location at that moment. Tasks can be completed in the app from 12:00 PM to 4:00 PM. After 4:00 PM, it will no longer be possible to submit answers.
6.4. Team movement: Rally teams plan their own movement routes. The main goal of the Game is to collect as many points as possible while complying with road traffic regulations.
6.5. Official Rally finish location: The finish point is wherever your team ends the game within the designated area. After the gameplay ends, all participants are invited to attend the Rally Awards Ceremony at the shopping center “Sāga”(Biķeru iela 4, Ulbroka).

** Only those teams present in person at the shopping center “SĀGA”  (Biķeru iela 4, Ulbroka) will participate in the prize draw. 

7. VEHICLE

7.1. Only vehicles in the ELECTRIC VEHICLE class are allowed to participate in the Rally.
7.2. The Rally is open to light passenger electric vehicles or passenger minivans of any make or model, provided they comply with Road Traffic Regulations (RTR) and CSDD (Road Traffic Safety Directorate) requirements.
7.3. Vehicles must have a valid technical inspection (TI) certificate issued by CSDD.
7.4. Vehicles must have valid OCTA motor vehicle insurance coverage for the entire duration of the event.
7.5. Vehicles must be equipped according to RTR requirements, including a first aid kit, warning triangle, fire extinguisher, and spare tire. All items must be securely fastened in their designated places.
7.6. Participants are solely responsible for ensuring that all necessary vehicle documentation is present and complies with RTR and other applicable regulations during the Rally.
7.7. Participants are responsible for ensuring that their vehicles are properly equipped and in full compliance with RTR and other applicable rules throughout the Rally.

8. REGISTRATION AND PARTICIPATION FEE

8.1. Registration is available on the website: www.evrallijs.eu until 18.09.2025 at 23:59.
8.2. Team participation tickets can be purchased via MOBILLY. After purchasing the ticket, participants will receive an email two weeks before the game with the team’s unique Rally game registration code (for the Roadgames app). Please refer to Appendix No. 2 for information on how to create a game app profile.
Participants or any third parties are prohibited from unauthorized access to Rally participant data, making changes to it, or in any way interfering with the Rally. Team members must be added in the app (see Appendix No. 3 for how to create a team).
8.3. When registering in the game app, the team must upload a team photo and individual profile photos (optional).
8.4. A registration without full 100% payment of the participation fee is considered informational only and not valid.
8.5. The Organizer reserves the right to refuse participation to any team without stating a reason. In such a case, the participation fee will be fully refunded. This decision is not subject to appeal.
8.6. Participation fee:

Until 08.09.2025 – €130.00

Until 18.09.2025 – €150.00
Prices exclude VAT (Value Added Tax).

The participation fee includes: registration system support, game preparation, development, programming, technical coordination, result compilation, basic technical support, refereeing, free photo gallery and video highlights, awards ceremony (DJ, prizes, technical support, performances, decorations, expo, welcome drink, etc.), and other organizational expenses.
8.7. If a team has registered and paid the participation fee and cancels participation:

by 19.08.2025 – the full fee is refunded

by 02.09.2025 – 50% of the fee is refunded

in all other cases – the fee is non-refundable

8.8. The Organizer reserves the right to refuse participation to a team that has registered and paid after the maximum number of teams has been reached. In such a case, the paid fee will be refunded.
8.9. In case of team disqualification, the participation fee will not be refunded.

9. JUDGES AND PROTESTS

9.1. The Chief Judge of the Rally prepares the official Rally program and is responsible for ensuring that the event proceeds in accordance with the Regulations. The Chief Judge manages and appoints the competition judges and the secretariat.
9.2. Protests regarding the Rally’s execution (not results) must be submitted in written form to the Chief Judge on the day of the Rally (September 20, 2025) by 18:30.
9.3. A security deposit of 200 EUR must be paid to the Competition Secretariat when submitting a protest. If the protest is fully upheld, the deposit will be refunded to the applicant.
9.4. After receiving all necessary documents, the Chief Judge will review the case and make a decision within 60 minutes. All relevant parties will be informed of the decision.
9.5. All disputes and disagreements between Rally participants will be resolved by the Chief Judge and the appointed panel of judges. The Chief Judge’s decision is final, non-negotiable, and binding for all Rally participants.

10. GAME OPERATION AND RULES

10.1. The Game is based on a point system. The best result will be determined by the highest number of points earned during the Game.
10.2. Participants registered in the Game app will be able to download it after purchasing a ticket. Information about downloading the app and creating a team is available in Appendix No. 2 and Appendix No. 3.
10.3. The Game will take place on September 20, 2025. Tasks can be completed between 12:00 PM and 4:00 PM. Prior to the Game, participants will be able to view the game area on a map. The total Game duration is 4 hours.
10.4. Task answers may only be submitted in the Game app between 12:00 PM and 4:00 PM. After 4:00 PM, submissions will be closed, and the Game will end.
10.5. The Game takes place entirely electronically, using smartphones.
10.6. Game Description:
At the start of the Game, a map will be revealed in the app, showing locations of the Game’s tasks (hereinafter – Locations). Teams play by driving their vehicle and creating their own route to earn as many points as possible. Some tasks are tied to specific Locations, while others are non-location-based bonus tasks running in parallel.
All 2–4 registered team members may log into the app and participate simultaneously. Any team member can submit an answer, but only the first submitted answer will count. Each task can only be answered once per team.
To answer a location-based task, a team must physically reach the Location with the smartphone of the team member who has GPS tracking enabled. If that device is not at the task location, the answer can be submitted, but no points will be awarded. A mobile network connection is required to submit answers; poor signal may prevent submission. All team members must arrive and complete the task at the Location together.
Teams will encounter tasks such as: Matchmaker, G-Spot, Explorer, Sprinter, Hunter, Groupie, Expert, Detective, Coder, and Golddiggers (descriptions and point system in Appendix No. 3). Each task type awards a different number of points depending on performance. Teams may work on multiple task types in parallel. More details will be available after registering for the Game.
At least one team member must have GPS tracking enabled throughout the Game. Traffic regulations (RTR) must be followed at all times. Speed will be monitored during the entire Game, and penalties will apply for violations.
10.7. Task descriptions, evaluation criteria, and scoring are available in Appendix No. 1.
10.8. Team splitting is strictly prohibited. Any team that splits will be disqualified.
10.9. One registered team member must have GPS tracking enabled on their smartphone throughout the Game. This allows the app to determine the team's location and ensure compliance with traffic rules. If that device has poor mobile coverage, GPS tracking may be switched to another device with better signal. Only one device per team may have GPS tracking active at a time. Teams without active GPS tracking will be disqualified.
10.9.1. Speed Monitoring:
Speed violations will be tracked using GPS and Google Maps.

First offense: warning

Second offense: –20 penalty points
Third offense: disqualification
A margin of up to 10 km/h is allowed, e.g. during overtaking, as long as it doesn’t exceed 30 seconds.

10.9.2. Mobile Devices:
Teams are advised to bring backup devices (smartphones) with the Game app installed, as well as chargers or power banks to ensure continuous operation throughout the 6-hour duration (4 hours gameplay + 2 hours to reach the finish and award location). Teams should monitor mobile data usage to avoid connectivity issues.
Note: The app may not work on Apple devices with iOS versions older than 14 or Android devices with versions older than 13.
10.9.3. One registered team member must have GPS tracking enabled in the app to monitor team location and compliance with traffic rules.
10.9.4. The Organizers are not responsible for poor mobile network coverage or technical limitations of participants’ devices.
10.10. The winner is the team with the highest score. In case of a tie, the team that reached the score faster will be declared the winner.
10.11. Participants must notify the Chief Judge in case of withdrawal from the Game.
10.12. Results will be published in the Game app after the awards ceremony.

11. AWARDS

11.1. The top three Teams will be awarded prizes prepared by the Organizer.
11.2. The Organizer reserves the right to present additional awards to selected Teams at their own discretion.
11.3. Sponsor Teams, employees of companies contributing to the prize fund, and persons affiliated with the Organizers are not eligible for the top three awards at the awards ceremony.
11.4. A raffle for several valuable prizes will take place during the closing event. Only Teams present at the venuewill be eligible to receive these prizes.

12. ADVERTISING

12.1. Any unauthorized advertising activities by companies or organizations during the Rally or related events, without prior coordination with the Organizers, are strictly prohibited. Penalty: EUR 1,000 and team disqualification.
12.2. Participants are allowed to place advertising stickers (e.g., representing their company) on their vehicle, provided they are not offensive, do not cover event emblems or numbers, and do not obstruct the Organizer’s sponsor advertisements, if such have been assigned.
12.3. It is permitted to include a company or organization name or brand in the team name, on the vehicle as a sticker, or on participants’ clothing as part of their advertising.

13. OTHER RULES

13.1. Compliance with and adherence to these regulations is mandatory for all registered Rally participants. The purchase of a ticket and registration for the Rally shall be considered as each participant’s acceptance of these rules. By registering for and participating in the Rally, participants confirm that they have read, understood, and agree to fully comply with the Rally rules and regulations without limitations or conditions.
13.2. By registering for the Rally, participants confirm that they are familiar with the Rally Regulations, the Game Rules, and all other necessary documents related to the Rally.
13.3. The Organizer reserves the right to modify or supplement these Regulations at any time, and such changes take effect once published in the application and on the Rally website www.evrallijs.eu.
